IN THE THROES OF AN ECONOMIC downturn, there is a crucial demand for volunteers, says Alma Powell, chairwoman of America's Promise Alliance, an organization founded in 1997 by her husband, former U.S. Secretary of State Colin Powell, to advocate on behalf of children through an alliance of academic resources, caring adults, and volunteerism.

"The government can't do it all and, frankly, it was never meant to," she asserts. "Collaborative participation on the part of the public has always been a prerequisite for solving society's most pressing problems."

Citing the African proverb, Powell says, "If it takes a village to raise a child, then it requires a nation to build a future in which our children can thrive and excel and go on to enjoy better lives than we had."
